HUDA, or Haryana Urban Development Authority took the onus of land and housing development for urban areas of Haryana from its predecessor Urban Estates Department (U.E.D) in the year 1977. Created under the Haryana Urban Development Authority Act, 1977, HUDA took the baton to bring a coordinated approach towards the balanced growth to the earmarked areas of the state. Over the years, it has carried out numerous tasks involving land acquisition, plot allotment and adoption of a planned approach to bring a notable change in the realm of urban development throughout Haryana. HUDA is a statutory body that is comprised of a Chairman, a Vice Chairman, a Chief Administrator and a few other members. The Minister-in-Charge, Town & Country Planning Department is the chairman of HUDA while the Chief Secretary to the Govt. of Haryana is its Vice Chairman. There are five zonal administrators, based at Gurgaon, Faridabad, Hisar, Rohtak and Panchkula, who assist the Chief Administrator in discharging the overall functions of the authority. Moreover, there are 18 Estate Officers who assist the zonal administrators in supervising and monitoring the 28 Urban Estates.

These Urban Estates, which cover the entire state, fall under one or the other zone. For example, Palwal and Hathin come under the circle of Faridabad whereas Rewari, Dharuhera and Narnaul are a part of Gurgaon zone. Similarly, Hisar zone consists of Sirsa, Hansi, Jind, Bhiwani and Fatehabad while the zone of Rohtak comprises Bahadurgargh, Panipat, Gohana, Sonepat and Jhajjar. The Panchkula zone is comprised of Ambala, Karnal, Kurukshetra, Kaithal, Shahabad, Yamunanagar/ Jagadhari and Naranigarh. As far as the organizational structure of HUDA is concerned, it is divided into various functional wings that include Urban Branch, Town Planning, Engineering, Finance, Architecture, Monitoring, Legal, Vigilance, Enforcement, Land Acquisition, Policy, Establishment and Authority.
