Maharashtra Housing & Area Development Authority was established in 1977 after a merger of the then Maharashtra Housing Board, the Maharashtra Building Repair and Reconstruction Board (MBRRB), the Vidarbha Housing Board and the Maharashtra Slum Impovement Board (MSIB). The Maharashtra Housing Board, formerly known as Bombay Housing Board, was an apex body for construction of residential buildings and regulation of housing schemes before the re-organization of the state. A somewhat similar kind of activities was carried out in Vidarbha region by the Vidarbha Housing Board, which also used to extend loans for the construction of new houses. The MBRRB was entrusted upon the repair work of the buildings used by the tenants in island city of Bombay, while the MSIB was in existence to provide basic amenities, such as water, drainage and streetlights to the people residing in slum areas.

The merger, which was a direct result of the MHADA Act of 1976, was aimed at providing fair and affordable housing opportunities to the people living in different cities of the state. In order to help MHADA achieve its goal, the government has created a number of separate housing boards under its umbrella network. There is a separate housing board for each of the seven revenue divisions, namely Mumbai, Pune, Konkan, Nagpur, Nashik, Aurangabad and Amravati, along with two special purpose boards known as Mumbai Building Repairs and Reconstruction Board (MBRRB), and Mumbai Slum Improvement Board (MSIB).
